  Under ManTech's contract with the Environmental Protection Agency, National Health and Environmental Effects Research Laboratory Western Ecology Division (Region 10), Cynthia B. Chapman was senior editor for the Environmental Monitoring and Protection Program (EMAP). Besides editing and managing the journal publications and technical reports for 100 scientists, Chapman created the standardized glossary, subject-keyword index, and an integrated, intranet-accessed bibliographic database for EMAP and this EPA laboratory. In addition, Chapman edited, designed, and managed the publication of An Ecosystem Approach to Salmonid Conservation (1996; TR-4501-96-6057), a review of over 1100 sources and 100 years of journal publications to summarize current knowledge on salmon populations in the Pacific Northwest and northern California. She also contributed the legal summaries of state and federal law, wrote then implemented the standards and the code for the bibliographic database, and maintained the reference collection and database on the project.
