      Mar 1972 - Dec 2003
      President and COO

Mr. Barker’s 30+ year career has progressed through diverse disciplines including engineering, design development, construction, operations, maintenance, start-up and testing, project management, finance, sales, procurement, quality assurance and general management. His responsibilities evolved through Project Engineering, Quality Assurance, Manager, General Manager, Executive Management to President & Chief Operating Officer. Strong leadership, communication, interpersonal relations and organization development skills have been contributing factors in his career achievements. Achieved fast track promotions through a series of increasingly responsible management positions within both emerging ventures, P&L, and well-established operations. Promoted rapidly based on consistent success in general management, operating management, electric utility services, finance, strategic business development, business process/performance improvement, and major capital project leadership in the electric utility sector and in unregulated energy service sectors.A key assignment in his career was the successful completion of the South Texas Nuclear Project. The nuclear plant had experienced major challenges and delays due to Three Mile Island and regulatory change. The work was most difficult when the original contractor and engineer was terminated and a transition plan was developed and implemented with the hiring of a new firm to complete the project. This was unprecedented in any industry due to the size and complexity of the nuclear plant project. Show less
