      Chief Executive Officer of a progressive, forward-thinking, law enforcement agency comprised of over 325 sworn personnel and a civilian staff of 75. We proudly serve a culturally and socioeconomically diverse community of over 165,000 residents. Manage an annual budget of over $57 million. Also lead and manage the Pasadena Fire Marshal, Pasadena City Marshal, and Code Enforcement.Key Accomplishments• Modified hiring process to create a more diverse workforce. Since 2019, 2/3 of newly hired police cadets were in a minority group and 29.2% were females, far exceeding the national average of women in law enforcement.• Secured grant funding to implement a city-wide license plate recognition (LPR) camera system• Collaborated with the mayor and council members to obtain funding for new facilities, including a state-of-the-art training academy and Narcotics Division office space, which were completed in 2020.• Implemented a department-wide, advanced technology, body-worn camera program.• For the calendar year 2020, IBRS Group A crime was down 3.18% over the year 2019. This includes a reduction in violent crime by 4.54%.• Completed the state accreditation process for the department from the Texas Police Chief Association Recognition Program, which has involved a total policy manual re-write, in-depth comprehensive training program, and modification of processes for compliance with best practices.• Created a Spanish language social media platforms to connect with more members of the community.• Implemented Community Outreach Officer program to liaison with neighborhood organizations, the Proactive Policing Unit to address gang and firearm crimes, and the Mental Health and Homeless Outreach program.• Obtained grant funding for a Crime Victim Assistance Program to provide direct assistance to crime victims through advocacy, support, education, and outreach. Show less While in the rank of Sergeant served as the first line supervisor for the DWI Task Force and Night Shift Patrol (1.5 years), Criminal Investigations (3.5 years), and Internal Affairs (3 years). Managed shift assignments, scheduling, discipline matters, and coordinated responses to major incidents and events. Monitored crime trends and developed appropriate responses. Reviewed offense reports for completeness, and provided leadership and direction to subordinates. While assigned to Internal Affairs, upheld the integrity of the department by investigating allegations of misconduct, including criminal misconduct, and incidents to determine member compliance with departmental rules, policies, procedures, and applicable state laws.Key Accomplishments• Reviewed and modified the Internal Affairs Division's processes and procedures for consistency, due process, and internal and external transparency.• Assigned to the police position in the Emergency Operations Center during two major hurricanes to coordinate the police department's response.• Supervised a capital murder investigation involving two children who went missing and later were determined to have been killed by their father. The case garnered national media attention, required the coordination of external partners, and management of tips and clues.
