  The DMMG Director established Software Engineering Policies, Procedures, and Guidelines for EPA's Systems Development Center (SDC). SAIC operated the EPA SDC with the goal of improving software engineering process maturity for more than 25 diverse IT projects. The DMMG Director defined the organization level Software Engineering Process as a standard for implementation in each project. The DMMG Director also coached and mentored the Technical Project Leaders and their teams to institutionalize mature software engineering processes. The SDC was appraised at CMM Level 3 in 2003.   Handled a variety of projects as the Sustainment Manager for the Federal Motor Carrier Safety Administration’s (FMCSA) Portal Modernization contract with the U.S. Department of Transportation. • Provided expert technical and project management leadership to FMCSA’s IT Modernization Program Management Office. • Successfully planned and implemented incremental software releases, adding portal functionality, resolving operational issues, and resulting in improved customer satisfaction. • Skillfully coordinated with FMCSA program managers to prioritize release content and synchronize releases with changes developed by multiple service providers with a goal of accomplishing an integrated project plan. • Directed all development initiatives regarding maintenance releases for the program using Agile Scrum in a service-oriented architecture (Oracle 11g, Webmethods 8.2, Websphere 8.0, Apache, Open DJ LDAP, Red Hat Linux 5.2, and F5 Big IP Load Balancers). • Implemented FMCSA IT Change Control Board process, as CCB Chairman, to stabilize program scope. • Supported the Program Manager with all aspects of managing twelve Task Orders totaling more than $50 Million. • FMCSA Portal Modernization Project won SAIC’s Annual Achievement Award in 2009 for delivering 100% of required functionality on-time and within budget.
