      The California Tax Credit Allocation Committee (CTCAC) facilitates the investment of private capital into the development of affordable rental housing for low-income Californians. In an effort to deconcentrate affordable housing and support access to high opportunity areas, the state has created scoring criteria that unintentionally discriminates against low income neighborhoods of color. The aim of this project would be to look into the process of accessing affordable housing from the state, and investigate how this policy process can be improved or made less exclusionary. This will be achieved by having qualitative interviews with constituents across multiple areas: such as policy experts, public officials, developers, and community members. Interviews will be complemented by relevant background research and case studies of local attempts to develop housing in lower opportunity neighborhoods in Richmond and East Oakland. These interviews and complimentary research will inform a recommendation for how state financing for affordable housing can be improved to increase access for communities with the greatest needs.
