Providing direct technical assistance to the RSA Government’s Department of Social Development (DSD); leading the systems strengthening, OVC costing and workforce capacity building components, as well as the overall learning agenda, documentation and dissemination for the project. Major deliverables include a sector HR Plan; a workforce and service delivery Demand and Supply Model; workforce deployment and supervision improvement initiatives, an integrated service delivery model at community; supporting stakeholder collaboration and coordination; enabling national, provincial and district leaders and managers to develop and implement service delivery systems and workforce strengthening initiatives aligned with and supportive of the PEPFAR 3.0 and HRH strategies: i.e. compiling workforce assessments, profiles and data sets aligned with National Health Workforce Accounts; comprehensive skills development plans & competency frameworks, recruitment & retention strategies, norms & standards for practitioners; supervision & quality improvements, transition of PEPFAR-supported posts, and supporting GCBS, DSD and partners to design, cost, implement and document sustainable OVCY services. Achievements include coordinating the RSA country profile for the 2016 State of the Social Services Workforce Report; supporting the PEPFAR/Global Fund community-based non-formal worker assessment and mapping; coordinating the national Department of Social Development to deliver three satellite sessions at the SA AIDS 2017 conference; and presenting to the 4th Global Forum on Human Resources for Health on the workforce Demand and Supply Modeling approach for South Africa’s social services sector.
