      Served as Senior Project Engineer/COR/COTR for 3,000 GPH Reverse Osmosis Water Purification Unit (ROWPU) and Hypochlorination Unit production contracts and numerous contracts for 150K GPD ROWPU, obtained over 9 years of contract/program management as well as test and evaluation experiences, extensive background in working with private industry, military Research and Development agencies, testing agencies for smooth transition of the Army Reverse Osmosis Water Purification Unit program from R&D effort to multi-year production contract. Managed and executed multi-year, multi-million dollar initial (over $50M) and also follow-on production contracts (over $35M) in addition to other associated technical support for time and material contracts. Successful R&D effort resulted in deploying 3 prototype units to support Desert Shield/Desert Storm Operation. Obtained extensive experience in First Article Tests, product improvement tests, configuration management, and also in development of Technical Data Package (military/performance specifications, purchase description, Level 3 drawing requirements); Contract Package (Statement of Work, cost estimate, J&A, and CDRLs) for award of Omnibus contracts, Time and material contracts, and production contracts; Test and Evaluation Management Plan; etc. for the Army's water related equipment.       Completed 1-year Women's Executive Leadership Program sponsored by the Office of Personnel Management. Performed a 30-day detail assignment (April-May 92) in Joint US Military Advisory Group-Korea in Seoul as an assistant to the Army Program Manager. Prior to leaving for Korea, spent two weeks in International Office, LABCOM to identify and familiarize with potential cooperative U.S. Army Logistic Research and Development programs with Republic of Korea (ROK) defense agencies. Conducted briefings and meetings to introduce and market the cooperative program(s) to various Korean research agencies and Ministry of National Defense. This resulted in the establishment of Office of Secretary Defense (OSD) sponsored US-Korea Logistic Cooperative Program. Performed a 60- day detail assignment (Oct - Dec 91) in the Army Energy Office, the Pentagon. Served as Action Staff Officer in support of senior HQDA leadership for water related programs. In addition, completely updated the Army water program database including IIQ, AAO, BOIP, DS/GS Water Unit TO E, storage and maintenance of operational project stocks plan, out-year fiscal requirements and future initiatives, etc. The database became a tool providing immediate access to detailed water equipment information, force structure data, funding profiles and key contact points throughout the Army.       As a Deputy PM, supported development and execution of investment strategy and demining technology development efforts including T&E worldwide; performed COR responsibilities; and provided technical support to the ASD SO/LIC, DOS, Mine Action Centers, and NGOs. Accomplishments: Served as Deputy PM/COR/COTR for the DoD Humanitarian Demining (HD) Program. Assisted the PM in planning, formulating, and executing over 20 plus technology developments and Test and Evaluation efforts annually. In addition, formulated and managed the Detection, Clearance and Neutralization R&D programs (i.e. Metal Detectors, HSTAMIDS, EFGPR, EDIT, FPDS, Buffalo, RHINO, Flares, etc.), provided technical guidance to team members in the execution of the programs, and also performed COR/COTR responsibilities on countless number of detection, mechanical clearance and in-house support contracts. Served as Acting PM, provided policy, guidance, direction and oversight on the HD R&D program. Provided executive leadership and line authority over diversed and decentralized team of military, civilian, and contract personnel and directly responsible for the development of investment strategy, formulating the program plan, managing the overall program, and executing the Program, which resulted in 23 technology development, in-country field evaluation of 11 different prototypes to 10 countries and 7 in-country assessments. Received the both Communication Electronics Command (CECOM) and Army Materiel Command (AMC) Top TEN Outstanding Personnel of the Year Awards for an outstanding performance as the Acting PM. Served as US Lead Engineer for the International Pilot Project for Technology Cooperative, successfully leading the team in joint effort with Canada, UK, the Netherlands, and EU for quantifying the performance of all commercially available metal detectors worldwide. This became a baseline for all future international T&E programs to follow in programs under ASD SO/LOC oversight. Show less

      Served as a Deputy Division Chief to Business, Operations, and Plans Division of Single Integrated Air Picture (SIAP) Joint Programs Office (JPO) and also SIAP JPO SBIR Program Manager/COTR. As the Deputy/COTR, managed the overall SIAP JPO Contracts (over 40 contracts simultaneously) and assisted the Div chief in execution of the business operational plan and in providing solutions to programmatic issues. As a SBIR program manager, managed all aspects of SBIR programs. Prior to the current position, performed four different roles as the Deputy to Engineering and Architecture (E&A) Division Chief, Block 1 Manager, Transient Team (TT) Lead, and On-site Supervisor for PEO-MS/SIAP JPO personnel. In addition, presented the DoD Technology Transfer Program and also OSD SBIR Program to various Korean Government agencies.As Block 1 Manager, led/managed both programmatic and technical efforts of the Block 1 WIPT represented by all Services, Missile Defense Agency, Joint Forces Command, Joint Tactical Air Missile Defense Organization, OSD AT&L, industry partners, and others for coordination of engineering activities with issue leads as well as all Services subject matter experts, and published a final Block 1 Engineering Notebook. As TT team lead, established 21 functional teams comprised of military officers, Government civilians, and industry personnel (over 80 personnel), prioritized tasks, placed appropriate technical experts, allocated funding, and awarded/managed Contracts to support E&A Division providing core technical capabilities/functional designs in the Configuration 05 Integrated Architecture Behavior Model developmental effort.As my strongest asset is in program management, prepared budget and execution plans for Block 1, TT, and also E&A Division that resulted in 100% successful securing and execution of the funding. Coordinate with stakeholders (Federal, State, local, tribal) to ensure that the TechSolutions program meets the requirements of the 2002 Enabling Legislation. Identified and effectively managed TechSolutions programs to enhance the First Responder capability and technology that resulted in successful transition/commercialization of the developed technologies. Some of notable projects that I have successfully managed and transitioned/commercialized are Firefighter Accountability and Proximity Device; Lost Person Locator; Mechanical Shooter; FiRST, Application for HAZMAT and Bomb Threat incident response tool; SAPER; RIC-M for public safety radios (applied a Patent and Trademark Applications to USPTO and also first ever to establish commercial licenses to vendors in DHS, S&T); RCOP, common operating picture for Long Island, NY region agencies; vUSA for inter-state, intra-state information sharing tool that links disparate tools and technologies in order to share the location and status of critical assets and information; Carrizo Cane to develop biological control agents to manage the growth of invasive weed along the border between Mexico and US; etc.Featured on DHS Women's Month Profile, selected for DHS, S&T Story, and received DHS Secretary's Award for Excellence.
