  Identify potential customers that would benefit from the office of Retail Operations (RO) 4th Party Logistics model. Conduct gap analysis to define current customer processes and define the desired state. Work with the customer to determine historic business volume and the breadth of product to be covered by 4PL. Utilize empirical customer data, GSA investment costs, and projected future business volume to develop an independent government cost estimate (IGCE) and market basket that reflects the customer’s breadth and depth of product. Create a statement of work (SOW) that best outlines the customer’s needs and defines the vendor’s responsibilities. Work in cooperation with the contracting officer (CO) to finalize the SOW and draft the request for information (RFI). Lead efforts to organize cross-functional GSA stakeholders to outline, draft and finalize the request for quotation (RFQ). Where appropriate, host “Industry Day” events to educate the vendor community of GSA’s intentions and gather additional information that may be pertinent to include in the RFQ. As required, provide the contracting officer with answers to address any questions that may arise from the vendor community during the open question portion of the RFQ. Once the RFQ is closed, participate on the contract review board and selection committee as the subject matter expert (SME) representing the views of both GSA and the vendor community. During the RFQ review process develop and deploy, specific to each 4PL site location, the quality assurance surveillance plan (QASP), to ensure the contractor performs in accordance with the performance metrics outlined in the RFQ and the government receives the quality of services called for in the contract.
