Sept 2006 - Sept 2012Head of administration and financeFor 5 years I was appointed as Director of Finance and Administration and Chief of Staff to the OSCE Mission to B&H where I was in charge of the Mission back office activities related to the management of all Mission resources (Finance, Human Resources and Assets), as well as the coordination of programmatic activities in line with the Mission mandate and vision and the approved budget. During my appointment period, with delegated authority, I downsized the Mission by reinforcing its nationalization, closed 10 field offices and reduced the Mission footprint, merged 3 Programme departments (Education, Democratization and Human rights) into one Human dimension department, refurbished and modernized the fleet and reformed the fleet management system, introduced for the Mission as a pilot project the RBBudgeting (Performances Based Project Budgeting framework), implemented a new ERP system (IRMA), reformed the IT communication system (based on VoIP/CISCO), reformed the Mission Security management system (by introducing a vehicle tracking system and FOs e.Protection system), replaced all Mission IT equipments, introduced a Projects/programmes Self-assessment etool, reformed the archiving system, and reformed the Salary grid for local staff. In addition, I was actively fundraising and supporting all programmatic activities, in particular related to the reform of the electoral system in B&H. Jul 2014 - Oct 2019As Mission Senior leader, I was in charge of the Mission planning (in particular the Budget planning and the Integrated Strategic Planning) and the coordination of programmatic activities (human rights, political and electoral) in line with the Mission mandate and the HoM’s directives. With the DSRSG/RC we reinforced the inter-agency coordination in particular with IOM, UNDP and UNICEF, facilitated the visits of Technical Advisory Mission on Elections and of a Strategic Assessment Mission, and focused on the security and political situation in Libya. I also kept working as project manager to facilitate the gradual return of the Mission to Tripoli depending on the security conditions on the ground. I collaborated with the UN Agencies and the Government on the UNDAF planning for DRC, was collaborating with UNICEF, UNHCR, WHO, WFP and the DRC Health authorities to support the Humanitarian Ebola emergency response by constructing a camp in Boende and donating equipment, and with the Minister of Interior and the CENI to organize the logistical support to the census and the elections.
