Il s'agissait de leur apporter l'assistance technique pour la formulation des positions de négociations et la conduite des négociations, lors des simulations dans les domaines de l'accès au marché des produits non agricole, des négociations agricoles, des négociations sur le commerce des services ainsi que des négociations sur les règles (Antidumping, ACR, ...).   Le PACOM est un programme financé par l'Union Européenne (10 millions d'euros) auquel l'ONUDI est chargé d'apporter l'assistance technique pour la mise en oeuvre.
