Developed a financial system to reconcile and validate stevedoring costs against actual labor work, thus cutting longshoreman and stevedoring expenses. Expertise contributed to a new, more cost effective Military Traffic Management Command (MTMC) contract for Longshoreman and stevedoring support. During Operation Tomodachi (a Humanitarian Assistance/Disaster Relief Operation) provided experience and expertise in the tactical logistics efforts enabling rapid sourcing and distribution of logistical requirements. During Operation Enduring Freedom (Afghanistan), provided leadership and professional excellence in the area of logistics plans, policies and procedures for the 678 personnel of the joint/combined Regional Corps Advisory Command-Central serving as the Logistical Mentor/Advisor to the Afghanistan Army’s 201st Corps Logistics Sergeant Major. Communicated effectively with a wide variety of technical and non-technical audiences. Determined contingency requirements and solutions. Analyzed and validated logistical inputs for the Joint Chiefs of Staff (JCS) Unit Status of Resources and Training System (SORTS). Monitored the status of Division unit logistical readiness and deviations in the total logistical posture. Recommended necessary actions to preclude or mitigate effects of support deficiencies. Responsible for coordinating the quality requirements and efforts within Operations Division under the Quality Management System (QMS) for a staff of over twenty (20) personnel. Develops, reviews, and assists with implementation of BIC quality plans to support quality objectives. Analyzed quality measurement and ISO 9001:2000 elements to determine support required relative to BIC quality policy. Applying the guidelines found in ISO 19011:2002 (Guidelines for quality and/or Environmental Management Systems Auditing) was responsible for scheduling and auditing all OpsDiv’s departmental audits and assigned as an additional Lead Auditor for the command. Responsible for the review and completions of all ISO Management Procedures and Work Instructions within OpsDiv. Responsible for planning, coordinating, facilitating and managing the activities of OpsDiv personnel that were engaged in quality assurance for three (3) performance based contracts. Reviewed contract and technical data packages to identify the specification requirements which the contractor's processes must meet. Reviewed contractor’s Statements of Work (SOW) and Performance Work Statements (PWS). Responsible for drafting the Quality Assurance Surveillance Plans (QASPs) for all performance based contracts for OpsDiv. Monitored contractor progress in meeting contract QMS provisions. Brought any contractual non-conformance to the attention of the Contracting Officers (KOs) and/or Contracting Officer's Representatives (CORs) and recommended corrective actions. Coordinated with the Deputy Director of Operations Division and Branch Heads, providing graphical and statistical representations used for achieving customer satisfaction. Accumulate, analyze and charts nonconformities for root cause determination and process improvement. Using the Lean Six Sigma (LSS) methodology, researches process problems to determine Root causes.
