  Lead Engineer - Estimation & Contracts

  Key responsibilities:• Prepare and review estimates (Class 1 – Class 5) for EPC Projects.• Review Instructions to Bidders, General and Particular Conditions of Contract, Contract Specifications & Technical Specifications, Block Diagrams, PFDs, P&IDs, Drawings, Datasheets etc. as applicable.• Consolidate project technical scope and commercial requirements and appraise management and provide recommendations for Bid/ No-Bid decision.• Generate material take off and bill of work quantities (Civil, Structural, Mechanical and Piping scope) from relevant General Arrangement drawings, Section and Plan drawings, P&IDs, Isometrics etc.• Review estimates received for packages received from concerned technical teams.• Interface with project managers and discipline engineers to develop preliminary Work Breakdown Structure, Project Schedule (Level 3 or 4) and Resource Estimates.• Delegate responsibilities to relevant departments for engineering inputs.• Make recommendation for appropriate contract/ subcontracting strategy – Lump Sum or Re-measurable.• Generate Requests for Proposals (RFPs) and solicit bids from competent Contractors for specialized services.• Coordinate and Participate in Pre-Tender Meetings, Site Visits, compile response to queries.• Analyze comparative statements for vendors/ contractor/ subcontractor proposals and engage in pre-bid technical and commercial negotiations.• Carry out Contractor facility visits and audits to ensure capability and capacity available with contractor/ subcontractor.• Issue LOI, Contracts/ Subcontracts and monitor performance upto Close out.• Ensure contractor/ subcontractor compliance to contractual obligations including necessary submittals, insurances, guarantees etc.• Identify potential vendors, contractors, subcontractors and solicit competitive technical and commercial proposals.• Review and Analysis of technical and commercial proposals and make recommendations to management.
