      Promoted to Senior Project Manager at the St. Elizabeths West Campus currently managing a staff of roughly 20 contractors and mentoring 2 government employeesI am the Design and Construction Project Manager for all of The DHS Operation Center A (DOC A Projects. This project has multiple phases of design and construction of a 50,000 GSF secure facility. These projects consist of increasing the current occupancy and security. Additional aspects of the renovation related to the modifications are reconfiguration of the power & data connections through the raised floor to coordinate with the new furniture layout, supplemental lighting to improve lighting conditions, new audio visual equipment, changes to exit signage and door hardware in accordance with life safety codes, installation of a new SCIF and the installation of new chilled beams to treat the increased heat load due to densification of the spaces. The current Phase 2b project is $300k in design and $6M in construction and currently is in the planning phase for procurement. This project is a continuation of the DOC A Phase 2a project to build out the space planned upcoming DHS sub-agencies. This project will finalize the remaining space left within the building for these tenants. This project has a substantial completion date of August 2019.In August 2020 I was requested to manage two new projects that had complex schedules and conflicts; The Environmental Protection Agency (EPA) New Conference Center and the GSA Regional Office Building Renovation. This request was due to my success at the St. Elizabeths West Campus for the past ten years dealing with such complex and politically sensitive projects. Show less Promoted to GS-13 and continued responsibilities as Project Manager/Contract Officer Technical Representative (COTR) for the design and construction of multiple projects within The Department of Homeland Security (DHS) Headquarters at the national historic landmark St. Elizabeths West Campus in Washington, DC.I serve as Design and Construction Project Manager for the Direct Bury Site Utilities Project as well as the Design and Construction for the Utility Energy Service Contract (UESC). Both projects totaling over $55 Million have complex schedules and various existing conditions that have to be managed on a daily basis. As the Project Manager for both of these projects, I am responsible for all of the utilities on and incoming to the St. Elizabeths West Campus for the consolidation of the Department of Homeland Security Headquarters. Show less I serve as Design and Construction Project Manager(COTR) for the Direct Bury Site Utilities Project. This $25 Million+ project consist of all the Heating and Cooling, Electrical and Water lines that span the 176 acres of the St. Elizabeths West Campus. Eight hundred feet of the routing consists of a new utility tunnel that connects three buildings.The project involves installation of utility infrastructure from the Central Utility Plant to the USCG Headquarters and several adaptive reuse buildings within the Phase 1 area. Work includes installation of storm water, sanitary, domestic water, fire service, chilled water, hot water, electrical and infrastructure for telecom through a new 20' x 20' underground tunnel as well as direct-buried installation. Construction of the tunnel includes site demolition, excavation, earth retention, CIP concrete, waterproofing and landscaping once the tunnel excavation is backfilled. In detail, the work consists of twenty miles of underground direct bury piping, thirty three miles of electrical conduit concrete encased duct banks, and numerous vault assemblies that need to be installed to facilitate the conversion of the former psychiatric hospital to a new, modernized government campus. I also serve as the lead utilities consultant for the design of future utilities for the whole campus.This project had many unforeseen conditions due to the 150+ years of occupancy prior to GSA acquiring the property. There were various unknown buried structures and artifacts which I successfully coordinated with the GSA Archeologist to document and properly preserve without impeding on the construction schedule. I also managed and negotiated pricing for roughly 100,000 tons of contaminated soil disposal. Show less Serve as Design and Construction Project Manager for the New United States Coast Guard (USCG) Central Utility Plant and Project Manager/COTR for the Washington Gas Utility Energy Service Contract (UESC) where I manage a staff of roughly ten engineers to design and construct the electrical and mechanical infrastructure for the St. Elizabeths Campus. This consists of a 30+ Megawatt (MW) electrical load including 20 MW of gas and steam turbine co-generation and 16 MW diesel generators.I work directly on the design review of USCG Headquarters to make sure the electrical loads and requirements meet the equipment size restraints of The Central Utility and Co-generation Plant. I am responsible for the guidance and direction of the campus infrastructure design and construction.Utilizing my electrical expertise to review the contractor's design of the DHS Headquarters Building to develop construction documents that meet GSA and the Client Agency's requirements. I also lead the design and construction of campus utilities to provide temporary service during construction of the campus due to the heavy demolition, the existing water, gas, electric lines and roads.Responsible for the New Underground Vault Project located at The St. Elizabeths West Campus. This Washington Gas UESC project is a $33Million and 16,000 GSF underground substation to house all associate switchgear for distribution into the St. Elizabeths West Campus to be completed February 2013. As the Project Manager for the new campus utilities, I coordinate with the local utility companies for the new electricity and gas incoming service. I also coordinate with the DC Department of Environment and The US Environmental Protection Agency to proper permit all new equipment installed in the Central Utility/Co-generation Plant. Show less Responsible for managing The United States Secret Service Remote Delivery Facility at Naval Annex from August 2008 to November 2010. This facility is $60 Million+ of new construction which included 113,000 Gross Square Feet of boilers, chillers, bio chemical labs, a sophisticated HVAC system which delivers 100% of fresh air into the building for safety. It also included two 1.5 MW generators, back up batteries, UPS and associated Switchgear. Successfully completed of the USSS Remote Delivery Facility to substantial completion on budget and on schedule in January 2010.This project was nominated for 2010 Award of Merit Mid-Atlantic Construction Award. Resolved design and project construction issues using electrical knowledge and experience per GSA P-100 standards.I monitored work sequences, costs, schedule, performance, and project integration to evaluate and generate status reports.I applied advanced Electrical Engineering technologies in facility design to influence the Client Agency to use a more advanced communication network than what was proposed.Continued my responsibilities for St. Elizabeths West Campus located in Washington, DC that I began in June 2007. This project is 4.3 Million Gross Square Feet of new construction and major renovation and a 6 year schedule at over $3 Billion.Serve as Design Project Manager for the New Central Utility/Co-generation Plant responsible for the scope, schedule, budget and reinforcing GSA requirements.I also utilized my Electrical expertise to review the contractor's design of the DHS Headquarters Building to develop construction documents that meet GSA and the Client Agency's requirements.Based on my reputation and judgment, I was chosen to be an active member in the Procurement Review Panel for 3 construction contracts for the first phase of construction that met the qualifications set in the request for proposal. Show less Responsible for the electrical design and project construction issues at numerous federal government sites; The United States Secret Service Webster School, The Federal Aviation Administration Building and The Mary E. Switzer Building. All located in Washington, DC.I was directly responsible for Electrical Feasibility Study design documents for USSS Webster School Project, an abandoned historic school in need of major renovation to support the customer's future needs. In this design, I utilized my engineering expertise to design an energy and cost efficient electrical system which resulted in the Client Agency's approval.I served as Engineering expert for the Federal Aviation Administration Lighting Project. This consisted of managing the design and construction effort to redesign an inefficient lighting system into an efficient system with motion sensors and timed switches to turn lights off when not in use. This project resulted in an energy and cost savings for the Federal Government.I served as Engineering expert on phase one of The Mary E. Switzer project. A $160 Million project at 600K Gross Square Feet. This project was to modernize an existing historic building in two phases to meet tenant agencies growth and program needs.Utilized Engineering and Project Management principles and practices as it related to monitor and evaluate work sequences, costs, schedule, performance, and project integration.Evaluated various design schemes to meet both the Client Agency's needs.I served as Project Manager on The Paving and Striping Project for the employee parking and utilized Space Management skills to design an additional 10% extra parking spaces.
