  ECRI is one of the human-rights monitoring mechanisms of the Council of Europe. It makes recommendations to the Organisation's 47 member States on how to address racism, xenophobia, antisemitism, homo/transphobia and discrimination on the basis of "race", colour, ethnic origin, citizenship, religion, language, sexual orientation and gender identity. It works together with civil society and member States' equality authorities, Ombudspersons and human rights institutions.

  The CoE SG has appointed a Special Representative to assess how the Organisation could best assist its member states in meeting the challenges of the migration and refugees crisis, while respecting their human rights obligations. The SR conducts fact-finding missions, writes country needs-assessment reports and ensures appropriate follow-up by the CoE to the recommendations contained therein.   Stephanos Stavros specialises in litigation before the European Court of Human Rights (ECHR) and similar international bodies. He also advises those exhausting domestic remedies, i.e. trying to obtain redress in the national legal systems before bringing their cases to the European or UN level. In addition to the ECHR, he can appear before French and Greek courts. In parallel with litigation, Stephanos engages, on behalf of various NGOs, in advocacy activities, helping them raise their concerns before the competent European and UN human-rights monitoring mechanisms.
