      Served as the Chief, Security and Emergency Programs Division and managed 29 employees and 79 contractors with a budget up to $12 million dollars. Past teams have been up to 60 employees and over 200 contractors. Overall daily responsibility for the physical security for over 250 facilities nationwide. Provided leadership for all Bureau related security programs. Oversight included: physical security, operational security, emergency management, information security, and executive protection. Lead and actively provided technical expertise to design or change physical security planning for over 250 locations nationwide. Responsible for developing long and short-range goals, objectives and tasks, requirements, schedules and timelines for the accomplishment of the major program functions. Evaluated the spectrum of threats, to include terrorism, electronic, intelligence and criminal against Bureau facilities and personnel and recommend appropriate protection measures, analyzed programs, recommended new policy and countermeasures to offset vulnerabilities and reviewed security systems and identified vulnerabilities. Identified and implemented cost saving measures; to include yearly maintenance and repair schedules. Designed and coordinated physical security enhancements through employee led involvement. Designed, drafted and implemented appropriate security awareness and training programs for employees, supervisors and contract personnel in conjunction with the Human Resources and training offices. Served as the lead to evaluate the effectiveness of the Bureau's security programs and analyzed written guidance for completeness and compliance with law and DOJ requirements to include; completing plans of action and milestones for each report from the reviews, provide policy advice for the research and development of physical security systems and evaluated the requirements for policy development to support the introduction of new security technology. Developed and Implemented Physical Security Program policies, practices, and procedures. Furnished technical physical security information and advice to management. Directed the coordination of physical security projects; directed and oversaw a number of complex modernization upgrades, which required comprehensive planning. Represented the Bureau in interagency meetings, conference and ad hoc committees on division and branch issues and program initiatives with policy officials at the Department of Justice. Created cross-directorate active shooter working group that included, tactical response, standard operating procedures, and power point training. Led research and implementation of automated incident reporting system for ATF Security Officers. Successfully let team during DOJ Security Compliance Reviews of ATF facilities and received favorable comments from DOJ reviewers. Supervised 40 employees and 200 contractors. Responsible for the design, installation, project management, testing and commissioning of integrated electronic security systems for over 250 offices. Also responsible for the issuance of ID media and guard force protection. Lead security expert on design and construction of $3 million integrated electronic security system for new ATF Headquarters. Supervised team of three on site physical security specialists during construction. Attended pre-construction and construction progress meetings. Responded to requests for information (RFI) and change orders. This facility was the first Federal Level IV facility designed after the 1995 Oklahoma City bombing. Traveled to Baghdad, Iraq as part of a three-person advance team to establish ATF office at U.S. Embassy. Show less
