Chloe played a significant role in the building and implementation of the original Recovery Residence of San Diego quality housing program funded by the County of San Diego. Chloe created foundational documentation and systems that lead the program to surpass contract deliverables in its inaugural year by studying housing, recovery and justice-involved service models. Simultaneously, her efforts as Program Assistant for the ILA helped maintain and increase association membership beyond 100 member homes. She was responsible for recruiting members and subject-matter-experts, creating educational materials, facilitating training to the public, conducting in-home reviews, managing the volunteer review team and facilitating internal Work Team meetings.
