Grainger distinguished himself by exceptionally meritorious service as Air and Air Defense Analyst, China Division, United States Indo-Pacific Command Joint Intelligence Operations Center, Pearl Harbor, Hawaii from November 2018 to November 2021. During this period, Mr. Grainger quickly established himself as a subject matter expert, where he produced 195 analytic products, 13 cross-agency collaborations, and conferred in 270 intelligence collaboration syncs. His analysis provided key intelligence on advanced weapons modernization and multiple strategic warning problems which primed the Secretary of Defense and influenced Congressional funding in favor of United States Indo-Pacific command. Additionally, he enhanced regional alliances, briefing 18 delegations of allied general officers and diplomats from eight countries. Moreover, he led as the branch Senior Intelligence Analyst for three months, verifying 50 products and eight senior-level briefings. Finally, he was a key member of the China-India Border Crisis Team where his 360 products and 27 exchanges changed the regional status quo, leading to the first senior-level talks in the Quad strategic partnership.
