      In addition to the duties of a Project Coordinator in the Occupancy Department, As a Senior Project Coordinator also responsible for advising and helping strategically plan with property managers as it related to meeting lease-up goals. Worked with properties that had been designated “hard to lease” and those properties/firms that are in danger of losing their contract. These properties included Scattered Site, Mixed-finance properties and Senior Designated Housing. Conducted mitigation hearings for applicants who applied to Chicago Housing Authority and were rejected.       As Assistant Division Director of Public Housing and Community Development of Miami-Dade County I am responsible for managing the Applicant Leasing Center, maintenance staff, and internal contractors along with a portfolio of public and affordable housing developments. I work closely with the Public Housing Division Director and the Executive Director to ensure our public housing stock of over 7,600 units and 1,900 affordable units are occupied and compliant with all applicable local, state, and federal regulations and guidelines. I serve as the department point-of-contact with the Miami Field Office of the U.S. Department of Housing and Urban Development (HUD) on all occupancy, lease-up, and public inquiry matters.I am the direct manager for 23 subordinate managers and supervisors with over 120 staffers under my purview. This includes making recommendations regarding hiring, discipline, and promotion of subordinates; authorizing leave and overtime, and evaluating and rating subordinate employee performance. I routinely supervise arbitration and mediation for housing appeals from private owners, developers, tenants, managers, attorneys, contractors, unions, and community members to resolve complaints, problems, or concerns regarding all housing matters. I development and implement public housing policies independently and in collaboration with other key department personnel with the goal of providing decent, safe, and sanitary housing; drafting, planning, and implementing agency disaster preparedness plan, as well as working to create and sustain relationships with external stakeholders at the local, state, and federal levels to achieve efficient and effective short and long-term housing goals.       As the Director of the Office of Public Housing in Newark, New Jersey I am responsible for the implementation of all Public Housing programs including the Section 8 Housing Choice Voucher, Certificate and Moderate Rehabilitation program, Capital Fund Programs (HOPE 6, development, modernization, and HQS compliance), Management Assessment Programs (i.e. PHMAP, SEMAP), Operating Fund Programs (also known as Operating Subsidy), resident self-sufficiency and economic independence programs for the State of New Jersey. This includes 96 Public Housing Authorities (PHA) and agencies consisting of 30,000 Public Housing Units and more than 85,000 Housing Choice Vouchers. To accomplish this effectively, I directly supervise a management team of 4 and indirectly supervise a team of 21. I regularly resolve sensitive and complex issues by interpreting and applying policy and procedures of the U.S. Department of Housing and Urban Development. I maintain close contact with Public Housing Authority Executive Directors, Commissioners, and housing authority appointing officials. In collaboration with subordinate staff, I provide administrative and technical supervision to PHAs and staff assigned housing authorities. This includes working with High Performer, Troubled, Substandard, Insolvent, and Standard agencies.Outside of regulatory oversight of PHAs in New Jersey I also set and manage the travel budget for the office; ensure efficient deployment of limited HUD resources and funding by conducting long and short-term planning and analysis of risk. I regularly meet with Union officials, to hear and resolve grievances. I approve travel and training for the office while also working with other program areas and external stakeholders to respond to everything from Headquarter inquiries to Congressional inquiries. Show less HUD exercised its authority to take full possession of the Irvington Housing Authority (IHA), in Irvington, NJ after the agency was declared to be in Substantial Default of the Annual Contributions Contract (ACC). The Irvington Housing Authority is a medium-size PHA with 664 Public Housing units (to include family units, senior designated units, and near-elderly disabled units) and 240 Housing Choice Vouchers. Pursuant to the possession action, I was detailed to the agency and given delegated authority to act as the Board Co-Chair and Co-Recovery Administrator of the Irvington Housing Authority. Initially that took the form of being Co-Board Chairman of the Housing Authority’s Board of Commissioners. I worked with the Interim Executive Director to stabilize and reposition the agency. However, in June of 2022, the Executive Director abruptly resigned. As an affirmative step to continue the recovery of the agency by board resolution I was appointed Executive Director (ED). As ED I managed the day-to-day operations of the agency including a staff of 24 personnel. I interfaced with the public officials of the Township of Irvington, the State of New Jersey, and HUD on a regular basis advocating for the best possible outcome for the Irvington Housing Authority. Along with representing the housing authority, as the Co-Recovery Administrator I met regularly with the Prevention, Recovery, and Transformation Team (PRT), the Office of Capital Investments (OCI), the Newark Public Housing Field Office, and HUD Headquarters Office of Field Operations to provide reports, status updates, and request technical assistance in areas that the PHA was lacking. I remained the Executive Director of the Irvington Housing Authority until HUD procured a contractor to manage the day-to-day operations in November of 2022. During my tenure as ED, Irvington Housing Authority was awarded over 6.7 million dollars and had 1 million dollars of debts forgiven by creditors. I have supervision of seven subordinate staff comprising Program Analyst, Financial Analyst, Engineers, and the Program Assistant. As the Technical Services Division Director, my Division works to directly support the Field Office Director in the implementation and formulation of all Public Housing programs including the Housing Choice Voucher, Mod-Rehab programs; Capital Fund Programs (HOPE 6, development, modernization, and HQS compliance), Management Assessment Programs (e.g. SEMAP & PHAS), Operating Fund programs (operating subsidy); and resident self-sufficiency and economic independence programs. To accomplish this, it often means working collaboratively with other Division Directors to implement tracking protocols, training plans, and various initiatives to further the mission of housing more people. The Technical Services Division acts as the coordinating division and administrative HUB for all the divisions in the New York City Field Office. This has allowed for exposure to a variety of areas related to the management and operation of a PIH Field Office, and collaboration with internal and external stakeholders. Show less
