Target beneficiaries – 4000 households (1500 CCT, 1500 UCT and 1000 Control groups)Conducting pre-baseline surveys to inform the research design and proposal development. This involves formative evaluation held through focus group discussions with target communities, religious leaders, school administrations, local leaders, key informants and ministry of education official. The purpose is to test things that don’t work, to determine adoption rates as well as facilitators and barriers to adoption using funnel of attrition tool, validate community priority needs, establish enrollment status, validate proposed treatment amounts considering prevailing household and school costs, establish whether communities have similar characteristics and meet the eligibility criteria, establish prevailing external risk factors, and small scale field testing of the new technology.Develop sample design based on the characteristics and geographical distribution of the target communities and individuals and ensure designs will lead to better policies and improved lives. This involves determining sample population, carrying out power calculations to ensure the study is not underpowered, and getting the standard error correct for cluster or individual random control trials. Oversee the process of project beneficiary identification, verification and validation using community based targeting (CBT) and community accountability committees approach.
