      At Pride of Kinston I worked closely with city and county elected and appointed officials to redevelopthe downtown area. Successes included: $20 million in public and private investment, 60 building renovations, 69 new businesses and a net increase of 181 jobs.

      As Executive Director I worked with city officials and staff as well as other public agencies and non profits to make Downtown Salisbury one of the most economically vibrant and attractive downtowns of its size in the south. I was blessed to work in a community that was committed to and successful in changing their downtown and to be a part of close $80 million in new investment. At the end of my career in Salisbury I was able to speak at the 2012 National Main Street Conference in Baltimore (Plenary Session/1,000+ attendees) and the 2011 National Preservation Conference in Buffalo where I presented Salisbury’s Master Plans and the story of their long term success in preservation based economic development.       As Assistant City Manager I work with an incredible management team which is changing the culture of the organization and improving the community. Recent successes include: reorganizing the downtown development effort and working with that organization to purchased 11+ acres of land for a catalyst project that is centered around a stadium (opening spring 2019), a hotel, two mixed use buildings and 120 apartments; assisted with the creation of a Downtown Mixed-Use Area Plan and rezoned approximately 130 acres to carve out an area for the creation of a downtown adjacent to the showroom district of the CBD; Ramped up blight reduction efforts thru increased code enforcement, demolitions, home repairs, the formation of the Core City Community Development Corporation, a new nonprofit arm and the construction of new housing thru partnership with Pinnacle that averages 12 house per year. Randy worked with a consultant to analyze Building Inspections processes and policies and structure which has resulted in average permit review times improving from 21 days to 7 days and a program for over the counter permits for minor showroom improvements. His primary areas of responsibility in High Point are: Community Development, Planning, Recreation, Building Inspections, Downtown Development, Theatre and Library. Community Services my responsibilities include core city commercial and housing redevelopment, planning and inspections, recreation, library and theatre.
