No South African Official Development Aid (ODA) support framework existed up to that stage due to isolation of SA pre-1994. International funding were pouring into SA after 1994 but no capacity or systems existed to manage this. Assisted National Treasury in the establishment of functional framework - this resulted in the health sector programs becoming guinea pigs for program successes and failures - maintained credibility with both the South African Ministry and EU Delegation. Obtained at program closure in 1998 clear financial audits. Represented South African Department of Health in annual reviews and negotiations with European Commission on these programs. Technical Advisor to National & Provincial health departments in respect of strategic planning, program management, administration and procurement. Once again this program was a guinea pig project for the new EC development support modality of direct budgetary support to South African government.
