The counsel provides legal advice to the members and testifies in hearings. He prepares legal opinions and when required, represents the chamber on matters in which the House is a named party.From time to time, the counsel will draft bills and resolutions for members. The counsel will also prepare legal memorandums and briefs for members upon their request. The operations of the American Samoa Legislature, particularly the House of Representatives, is small compared to its state counterparts. This means the House Legal Counsel is called upon to perform a multitude of tasks that are not traditionally part of his assignments. This includes writing correspondence, constituent relations, and mediating differences between member colleagues or members and other high ranking officials of the government. Show less

Jan 2005 - nowSenior legal counselThe Senior Legal Counsel (SLC) is also the Acting Director of the Legislative Reference Bureau, the bill drafting agency of the legislature. The SLC’s primary duties are to provide legal counsel to both legislative chambers and also manage the attorney pool. All legislation receives pre-approval by the SLC before it is introduced. The SLC also writes, proofs, and edits Bills, Resolutions, and research briefs submitted to each chamber committee or individual members. As the Acting Director of the LRB, the SLC manages drafters, researchers, typists, stenographers, production personnel, office procurement, administrative assistants, and legislative assistants.The Information Technology office of the legislature is managed by the SLC. Adding to the traditional duties of the SLC, the IT division controls the flow of information throughout the legislature and the SLC approves all information that goes into the legislature's servers, the webpage, or any newsletters/press releases issued by the office.The LRB is statutorily tasked with the updating of the American Samoa Code Annotated. It is the responsibility of the SLC to ensure that the most accurate and up-to-date version of the statutes are is disseminated to the public and to those jurisdictions requesting copies of the most recent American Samoa Code Annotated.
