Develop departmental and county wide Information Systems policy, Board of Supervisors reports, prepare bid specifications, and monitor numerous contracts. Major accomplishments include:Managed a four site 23 channel Trunked Simulcast Motorola 800 MHz radio system, with over 2200 field units. Managed the expansion of the radio system from a 3 site 13 channel to a 4 site 23 channel system with replacement of the 7 position Dispatch radio consoles. Successfully procured and managed the installation of a 75 KVA whole building Uninterruptable Power Supply for the Dispatch Center and Information Technology data center. Successfully managed projects dealing with wireless WAN connectivity, Data Center HVAC replacement, phone system replacements and fiber Ethernet WAN connectivity. Show less

      Responsible for a staff of 16 and the management of the 6 position Emergency Communications Center for the County, including policy development and systems such as the Public Safety Radio System, Computer Aided Dispatch, E911 Phone system and the E911 GIS. Manage an annual budget of over $1.1 million. Major accomplishments include:Successfully completed a three year 3 PSAP pilot project to test and deploy a NG911 network providing best practices information for statewide deployments. Twice completed upgrades of the E911 Phone system with the most recent to an NG911 system. Successfully developed plans and led the County’s efforts in deploying E911 Wireless Phase II and implemented the county’s first GIS office. Successfully deployed mobile data to Sheriff’s vehicles to include mobile CAD, mapping, AVL and VCIN access. Successfully managed project to implement a digital in-vehicle camera system for Sheriff’s patrol units with wireless upload to a backroom server. Show less

      Responsible for the City’s Public Safety radio system and the telecommunications services and systems, including the E911 Dispatch radio consoles and the E911 telephone system. Successfully negotiated a contract for the maintenance of the radio system worth over $874,000. Issued an RFP and negotiated contracts with vendor for replacement of the city’s data and voice telecommunications services and for a contract for E911 maintenance and other telecommunications services. Completed a project to move all phone and WAN services to Cox Communications saving the City over $100,000 per year. Currently working with the City of Newport News on a joint radio and microwave system and on a CAD to CAD data exchange project. Helped secure a grant of $150,000 to partially pay for an upgrade to the E911 Phone system. Manages an operational and CIP budget of over $1 million. Show less
