      Pioneered inaugural resident satisfaction telephone survey evaluating the provision of five essential town services (Building Inspection Division, Planning and Zoning Department, Highway Division, Parks and Recreation Department & Inland Wetland and Watercourses Agency). Analyzed the survey data using SPSS and presented the results (1,002 sample size) to the First Selectman’s monthly department head meeting with more than 35 department heads and committee heads in attendance.       The Office of Fiscal Analysis is a nonpartisan professional office of the Connecticut General Assembly. Its primary function is to provide technical support to the Committee on Appropriations and the Committee on Finance, Revenue and Bonding, as well as the other committees and members of the legislature.As a fellow, I provided extensive research and analysis of public policy issues such as taxing e-cigarettes for state decision-makers. I delivered presentations and prepared memos on various research assignments and forecast modeling projects. I assisted analysts in evaluating the fiscal impact at the state level of current programs and new legislative proposals.Some highlights from my role:- Engineered a comprehensive economic indicators dashboard, a pivotal tool featured biweekly in executive reports to the Director of OFA.       I strategically manage a diverse portfolio of 20 agencies with a combined $3.6 billion revenue budget and ensure effective financial management and resource allocation. I lead a high-performing team of 4 analysts, overseeing all aspects of budget planning, revenue forecasting, cost-benefit analysis and variance analysis. I direct the production of 70+ recurring reports and ad-hoc analyses, providing in-depth insights into key performance indicators and acting on emerging trends and patterns crucial for informed decision-making. I lead the team's quarterly financial plan process, coordinating the review of agency needs and proposed cuts and synthesizing the assessments into executive budget recommendations. I also represent OMB on multiple citywide working groups and actively engage with stakeholders to coordinate and facilitate complex multi-agency initiatives, ensuring alignment and effective communication across departments.Some highlights from my role:- Implemented robust tracking mechanisms to ensure real-time insights into budgetary variations, facilitating agile decision-making and financial course-corrections.- Identified and capitalized on untapped opportunities within agencies, improving revenue collection efficiency and driving revenue growth.- Allocated $2.6 million and 38 personnel, pivotal to supporting a projected $18 million idling fine revenue operation.- Led the analytical efforts in the CityBridge contract re-negotiation, securing a $60 million forborne payment and the deployment of 2,000 additional digital screen kiosks.- Contributed strategic advice in selecting a new operator for the Central Park Boathouse Café operation, resulting in a lucrative $15 million revenue contract. Show less I oversaw and managed the $1.8 billion capital budget and the $560 million operational budget of the City’s three library systems (NYPL/NYRL, BPL, QPL) and over 900 cultural institutions funded under the Department of Cultural Affairs. A significant amount of time in this role involved evaluating capital project funding requests. I also assessed budget initiatives and prepared budget recommendations through technical documents and reports including surplus/needs analysis, spending plans, and capital commitment reports. After my promotion to Supervising Analyst, I led the on-boarding process of new analysts and was responsible for their overall supervision and training. Some highlights from my role:- Streamlined onboarding processes, provided hands-on supervision, and conducted targeted training to elevate analysts' proficiency in evaluating agency programs and budgets.- Evaluated and allocated City funds to over 100 capital projects, including overhaul of the Stavros Niarchos Foundations Library ($200 million), upgrade of the Schomburg Center ($14 million), and complete renovation of the Second Stage Theatre ($22 million). - Implemented better information collection strategies with agency counterparts, contributing to a 7X improvement in capital planning and reducing average capital project approval time from four months to less than one month.
