  Oversaw the management of health facilities from Port Macquarie/Laurieton to Tweed Heads which included responsibility for an annual budget of $900M supporting 22 hospitals and a large number of community centres supporting a population of almost 500,000. During this period Stewart was the project sponsor for the development or the three regional Cancer Centres at Port Macquarie, Coffs Harbour and Lismore and Cardiac catherization centres at Coffs Harbour and Lismore.This period also saw a greater accountability placed on services in regards to value and accountability and allowed the region to become resource sustainable. This role also oversaw the commencement of the rollout of the electronic health record across all sites of the North Coast, and commence the program of work related to the consolidation of corporate services through the states Health Share program.   Stewart led the establishment of the MNCLHD in 2011, an organisation that is regarded as one of the leading rural health authorities in NSW. The MNCLHD has more than 5,000 staff, an operating budget of $750M, and is presently undertaking an extensive capital works program. During the COVID 19 Pandemic the MNCLHD has had one of the highest vaccination rates in NSW (95%+), undertaken over 200,000 tests, as well as opening two new major hospitals (Coffs Harbour & Macksville). Stewart has been involved in extensive range of committees or bodies that have provided advice on the direction of health care services at a National, State and regional level. Some of the most important work has been direction and guidance to health services in response to a range of public and environmental health matters since 2019. This has included the local and regional emergency response to the COVID pandemic, along with dealing with Catastrophic fires, floods, severe drought and regional air quality impacted by extended peat fires. The advocacy of the LHD has lead to the largest expansion of higher education in the region and this has involved considerable expansion of health related health related study in the region. This work is an important cornerstone to the progress of greater research and related opportunities. Important work over this period has seen an expansion of opportunities for those who are Aboriginal to work in the LHD. The Aboriginal workforce has grown from 1.5% in 2011 to now being 5.2%.
