  Manages assigned Capital Improvement Program (CIP) projects and other studies and designs to ensure they are successfully completed in accordance with established cost, quality, and schedule parameters; Performs field investigations, conducts research, collects and analyzes data, and obtains input from project users and other stakeholders for use in developing infrastructure asset management plans in support of CIP and operating budget planning and preparation; determines the feasibility and develops the scope, design criteria, and estimated cost of proposed projects; Prepares requests for proposals for professional services.
