Clients included the U.S. Department of Energy’s Office of the Strategic Petroleum Reserve, the U.S. Environmental Protection Agency, the Minerals Management Service, the American Petroleum Institute, and several state-owned electric utilities.• Assembled on a monthly basis the Oil Market News section of the Strategic Petroleum Reserve Monthly, including summaries of articles related to PEMEX and PDVSA, Mexico and Venezuela’s state-owned oil companies, respectively, and the Organization of Petroleum Exporting Countries (OPEC).• Served as the main link between ICF Consulting and its Mexican subcontractor, ENELEC, in a project assessing the electric market in Mexico and developed the capability statement for the request-for-proposal Hydrocarbon Sector Social and Environmental Management Capacity Building Project for Bolivia’s Vice-Ministry of Energy and Hydrocarbons.• Created the User’s Guide for the Office of the Strategic Petroleum Reserve’s Oil Valuation Model, used to value the crude oil released from the country’s Strategic Petroleum Reserve during disruption emergencies.
