      Reporting to the Special Representative of the Secretary-General (SRSG)/Head of the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) and to the Chief of the Europe and Central Asia Section within the Office of the High Commissioner for Human Rights (OHCHR) in Geneva, the HRO:• plans, implements, reviews, monitors, and evaluates human rights aspects of the activities of UNRCCA,• is responsible for developing the program of activities and work plan of the Centre in the area of human rights related to preventive diplomacy;• works with relevant national authorities, the private sector and civil society to build national capacity to effectively implement international human rights obligations and recommendations of treaty bodies and mechanisms of the Human Rights Council and promote respect for human rights in Central Asia;• liaises with Human Rights Officers in UN Country Teams in Central Asia to ensure, where possible, complementariness of HR efforts of the Regional Centre. This extends also to gender-related issues.       EODS training for DCOs in EU EOMs: From 24 to 28 October, EODS organised a training for the position of deputy chief observer in EU EOMs. The training was attended by 14 participants from different EU member states and aimed at developing capabilities to be DCO in EU EOMs. During the five days course, participants were introduced to topics relevant to the work of a DCO in an EU election observation mission, with a special emphasis on roles and responsibilities, international obligations, commitments and good practice related to elections and in particular on managerial skills, media, drafting EU EOM reports and recommendations and interpersonal skills, among others. The training combined presentations, discussions and case studies. In addition to this, there were exercises aiming at developing participants’ skills in line with EU EOM requirements for DCOs.       The long-term observers’ work essentially reflects at local level the work of the core team (CT) at national level. Whereas the core team meets national authorities, national political leaders and the country coordinators of civil society groups, LTOs meet with their regional counterparts and analyse theelectoral process in the respective area of responsibility and report back with observations and analysis on various issues:· regional political context: the role of key political and electoral actors in the process and any political developments arising;· election administration: the performance of the Election Administration in preparing and implementing the election process;· voter registration: the level of public confidence in the quality and accuracy of the voter register, and the tracking of any related complaints;· candidate registration: the implementation of procedures for the registration of candidates;· campaign: the range of campaign activities taking place, any restrictions on the freedoms of expression, assembly and movement; the campaignregulation mechanisms in place;· media: the role of local media and its coverage of the election campaign:· gender issues: participation of women as voters, candidates, electoral officials and national observers· civil society: the range of local civil society activities related to the election, especially national observers;· complaints: the credibility of election-related complaints and the effectiveness of processes for managing complaints;· election day: the implementation of polling and counting procedures and the wider polling environment;· results and post-election issues: the aggregation, tabulation and publication of election results and the environment during the post-election.The LTOs also prepare the logistics and deployment for the Short-Term Observers in their region (18 STOs in our AoR in central Mongolia), brief the STOs upon arrival in the region and deploy them to their respective AoOs.
