The In Service Engineering Office provided technical support and expertise on over 150 survival NASTP training devices, at eight Aviation Survival Training Centers (ASTC) and directly contributes to the successful CNO deemed mission essential… Show more In recognition of outstanding contributions to the program office by Robert Larson and the entire Naval Aviation Survival Training Program (NASTP) In Service Engineering Office (ISEO) team.The NASTP ISEO team has shown extraordinary dedication. The In Service Engineering Office provided technical support and expertise on over 150 survival NASTP training devices, at eight Aviation Survival Training Centers (ASTC) and directly contributes to the successful CNO deemed mission essential high-risk training of over 22,500 joint warfighters annually. In addition, ISEO assist the Naval Survival Training Institute (NSTI) during each site's annual Quality Assurance and Revalidation (QA&R) inspections positively impacting and improving NSTI's maintenance program.The NASTP ISEO has accomplished a great deal and is deserving of this recognition. The ISEO identified a cost-effective solution for the flight simulator software of the 9A17 Mask-on Breathing Device (MOBD) transitioning from X-Plane to Prepar3d, has been directly involved with the test and acceptance of the MOBD since the prototype was initially introduced in 2018, spearheaded a cost-effective solution eliminating maintenance issues with the 9A19 Normobaric Hypoxia Trainer (NHT) MD1 regulators, and drafted a cyber security plan in FY23Q1, allowing our ISEO to perform Assured Compliance Assessment Solution (ACAS) scans and image backups on all NASTP training devices with both Windows 10 and 11 operating systems.The NASTP ISEO is to be commended for their hard work and professionalism, and commitment in the first quarter of FY2023 in support of the NASTP. You displayed superior insight into the requirements to ensure the correct engineering standards were… Show more It is my distinct pleasure to recognize the outstanding support you provided as the lead In-Service Engineer on behalf of the Naval Survival Training Institute (NSTI) concerning the highly important centrifuge re-compete and contract finalization from January 2018 through August 2018.During this period, the centrifuge training contract was expiring and due for a nationwide compeition. You displayed superior insight into the requirements to ensure the correct engineering standards were created for all available human training centrifuges that completed training for 500 Naval Aviators and Naval Flight Officers per year. Your continued dedication was evident in the creation of a new Quality Assurance and Revalidation (QA&R)-style checklist that impartially set the engineering standards that the competing contractors had to comply with. You coordinated with the Navy Medicine Operational Training Center (NMOTC) Safety Officer and the NSTI Centrifuge Flight Environment Training Curriculum Model Manager (CFET CMM) to travel to each of the sites, met with engineers at each site to explain the requirements and provided fair assessments of the contractors' capability to reliably provide this Cheif of Naval Operations required training. Furthermore, you traveled again to the selected site to conduct a throrough QA&R-style inspection and confirmed they complied with the findings from your earlier visit. your visit provided the peace of mind required to continue training and ensured there was zero interruption to the Fleet's requirements. Your welecomed advice throughout the entire process was invaluable.Once again, I commend you for your hard work and commitment to the Naval Aviation Survival Training Program and know that your contributions are apperciated by all who serve NSTI, the physiology community and, most importantly, our Nation's warfighters.
