      I provided leadership, supervision, and guidance to military personnel in developing, maintaining, and facilitating tactical METOC training to worldwide Naval Meteorology and Oceanography Command shore activities and Aerographer’s Mates afloat. I served as the only enlisted member of a five member mobile training team, which conducted Tactical Oceanography Refresher (TOR) course worldwide. I was responsible for the quantity and quality of work produced by subordinates including the development, revision, and presentation of a full range of training course curricula and training materials. I reviewed and approved lesson plans, observed classes to determine quality of instruction, and evaluated instructional methods and the subject matter accuracy of instruction given.I researched, developed, updated/modified, and adapted study guides, training/visual aids, written tests, and course outlines. I developed criteria for designing training aids/devices based on an analysis of the needs of the student and the existing instructional system. I formulated effective instructional material methodologies, which included the order of presentation, level of interaction, feedback, and remediation. I completely revised and converted the Tactical Oceanography Refresher (TOR) curriculum into an electronic format. Additionally, I single-handedly planned, organized and developed a Tactical Atmospheric Refresher (TAR) course designed to teach Aerographer’s/METOC officers in the tactical operation and interpretation of all Atmospheric Tactical Decision Aid Software, a first!       I served as the Navy representative to the Office of the Federal Coordinator for Meteorological Services and Supporting Research for matters concerning Atmospheric sensing policies and Atmospheric Measuring Systems. I managed a $9.9M budget for METOC equipment life cycle maintenance while serving as CNMOC's MET Equipment Program Manager, which kept the worldwide fleet, centers, facilities and detachments running smoothly. I was instrumental in locating $750K worth of upper-air measuring devices, providing the same to forward deployed units at no cost to the Navy. I managed resource requirements and equipment/personnel allocations necessary to accomplish objectives for SPAWAR systems such as ASOS, SWR and IMOSS (IMOSS now being NITES-fielded). I successfully argued to increase budget authority by $17.0M through fiscal year 2005 to support aging METOC equipment, and I initiated a MET Equipment Configuration Data Management System saving $850K while improving METOC system failure reporting and metrics. I exhibited keen leadership in migrating the Naval Flight Weather Briefing hardware/software system into operational use, which made a dynamic impact on Naval aviation by replacing the antiquated, manpower intensive DD-175-1 paper-based briefing form with a quick and easy to generate web-based computer product, which is still the standard today. I revised and re-wrote Naval Meteorology and Oceanography Command instructions (13950.1L and 4790.2B.       I supervised two lieutenants and 23 senior and junior enlisted personnel in providing full spectrum tactical and operational meteorological and oceanographic (METOC) support to U.S. and Allied Forces while forward deployed. I managed a $280K budget and $1.25M plant property account. I served as the MET Security Manager; managing 270 classified items with zero discrepancies. I superbly coordinated and mobilized support for 69 deployments supporting 32 staff, 44 units, 8 real world operations, and 34 US/NATO bilateral exercises. I deployed to South Shetland Islands/Brandsfield Strait/Antarctic Peninsula performing oceanographic survey work.I analyzed and extracted deployment metrics from MET’s support history. I utilized the results to define MET Rota’s projected manning requirements through the fiscal year deployment period resulting in a 40% reduction in manning while still meeting all projected European Command and a portion of Central Command’s theater METOC requirements. I ambitiously negotiated and arranged for increased future MET support opportunities between the US, UK, and Spanish Navies, further strengthening U.S. ties with these nations. I served as the Coalition Forces Maritime Component Commander (CFMCC) Staff METOC Officer for Central Command’s Exercise Bright Star 2001. I coordinated the provision of full-spectrum environmental support for 25 ships and over 70,000 personnel which directly contributed to the overwhelming success of the Department of Defenses’ largest multi-national training exercise. I served as the NASA On-Scene Weather Team Leader, superbly managing five Space Shuttle Weather Support Teams of five or more personnel that directly supported Terminal Abort Landing Site operations at Moron Air Base, Spain.       I served as the Strike Group Meteorology and Oceanography Officer/METOC Detachment Officer In Charge. I qualified and stood watch as Officer of the Deck (Underway) on-board USS NASSAU. I qualified and acted as Command Duty Officer, managing over 1,200 ship’s company personnel when the CO and XO were absent. I led, directed and motivated METOC team members in providing full spectrum tactical METOC support to U.S. and Allied Forces. I led the production of meteorological and oceanographic forecasts and warnings and tactical METOC impact products. I applied professional staff meteorology skills, knowledge, and techniques to provide complex guidance to the executive senior leadership in the development of weather policies, plans, concepts, and procedures necessary to ensure successful execution of wartime, contingency, and exercise plans. I prepared and presented technical product briefings and demonstrations for civilian and operational military audiences. I prepared written contributions for operational forecasts and climatological assessments concerning tides, currents, acoustics, and other environmental information. I prepared and presented written and verbal forecasts on meteorological and oceanographic parameters, including weather forecasts for aviation, ship operations, and battle group operations. I prepared environmental warnings and advisories and presented operational briefings for the Commanding Officer and the Battle Group Commander.I obtained over $120K worth of highly expensive radiosondes and other METOC related consumables from various sources at no cost; providing a cost effective solution to a material shortfall in a fiscally constrained environment. I managed USS NASSAU’s Command Personnel Security Program; continuously screening over 1,200 non-SCI security clearances and personnel database records, guaranteeing that all NASSAU Personnel Security Clearances and related issues were accurate and up-to-date.       I served as Current Operations Officer, managing and supervising two officers, two senior non-commissioned officers, and three journeyman personnel in providing worldwide undersea maritime surveillance of threat contacts, including support to tactical forces. I coordinated and advised the Integrated Undersea Surveillance System (IUSS) Type Commander (TYCOM) on all operational issues affecting worldwide mobile, fixed, and deployable IUSS sensor systems. I the led production of meteorological and oceanographic forecasts, warnings and tactical METOC impact products. I also prepared and presented technical product briefings and demonstrations for technical civilian and operational military audiences.I led the ASWIP Phase 0 Working Group as well as the METOC TDA Working Group that drove Fleet-wide tactical METOC product creation, dissemination, and the employment of sensors, which substantially improved the Fleet’s understanding of how METOC conditions can be leveraged to optimize ASW sensor placement. I directed internal information and media community relations. I served as primary point of contact for all VIP visitors. I clearly communicated IUSS capabilities and operational successes which significantly elevated Flag Officer and the ASW community’s awareness. I meticulously executed direct oversight over $3.2M Echelon IV operating budgets, keeping on phase and on budget. I planned, programmed, documented, executed, coordinated, and analyzed fiscal, manpower, doctrine, instruction and equipment requirements in support of large scale training initiatives. I provided sound advice and recommendations on appropriate courses of action to take, priorities, resource requirements, and equipment/personnel allocations necessary to accomplish objectives. I executed internal management support services in the areas of program cost monitoring, annual fiscal planning, and development of annual work-plans that addressed the procedural and relationship aspects of various departments.
