      -Business Manager (Project Manager) Establish & monitor project production for the Counterproliferation & Operational Intelligence Support Program. This DOD funded program supports the US warfighter with technology based capability assessments of foreign WMD programs.- Deputy Department Head for Operations.Controlled all operations and financial functions of two large LLNL organizations (Deputy Dept. Head for Operations for the former Computing Sciences Dept, and Associate Program Leader for the Technology Information Systems Program). Actively participated in strategic planning and development of organizational goals and objectives. Managed budgets ranging from $7 million to $200 million.-Lead, Computer Purchasing Team.Negotiated and implemented major contracts, some unique to the federal arena, that saved hundreds of thousands of dollars. Provided expert support to program staff on preparation of contracts and project documentation. Established a unique contract on behalf of several Department of Energy laboratories, allowing standardization of computer aided drafting and design workstations, and economies of scale. Earned direct recognition from Washington DC. for my efforts. At the time of the federally mandated divestiture of American Telephone and Telegraph, I negotiated a direct contract with AT&T on behalf of LLNL. Per AT&T officials, this was the only such contract established within the federal arena. Several months later, the General Services Administration established its contract with AT&T. The provisions of the contract I negotiated were significantly superior to GSA’s for the lease of computerized switching equipment and saved the University several hundred thousand dollars during it’s three year term.Established University of California systemwide blanket acquisition agreements for computer equipment.
