The project was awarded to a consortium of Main contractors of Japanese (Kajima, Obayashi, and Mitsubishi) and Turkish (Yapi Merkezi). Precasting and erection of viaducts was subcontracted to a joint venture established by VSL, Freyssinet and Rizzani de Eccher, commonly known as VFR.
