  I was engaged in the production of the Specification for the Installation & Commissioning documentation, for the installation of the Platform Screens Doors PSD. This involved gathering the technical data to assist in this process, and understanding the correct operation of such equipment. The scope was generally proposed and working through the Electricity at work act 1989, the CDM regulations 2015 and the GS38 meter compliance document, I was able to draft this document The responsibilities of the personnel, the tools required and the meter where all prescribed. The methodology of the commissioning, where explored including the type of tests, regarding pre-powered and powered. The order, they were to be conducted was critical for the safeguarding of the personnel. The safe systems of work were prescribed including dead testing and live testing criteria and the recording of such tests. The meters were selected for their reliability and ease of use. The document was to be used for conducting the exact install procedures and commissioning procedures, to allow a seamless working systems, whilst onsite. The factory tests were defined, which allowed flexibility of the various inspection procedures to be checked on the components. The training of the contractors was specified and gave an insight into any issues which required resolving, before getting to site. The competencies were also relevant of various personnel, and safety was critical in the management of all task based systems. The SSOW, were deliberated as well as the correct measuring techniques, including calibration and nulling of leads, for the measuring equipment. The calculations for the Voltage drop, the Earth Loop Impedance and the resistance of Protective conductors. The readings that were expected at each point on the circuit, for comparisons with the actual readings taken The total power consumption was to be calculated which included the current consumption to be measured.   I was engaged in the preparation of many types of Safety Documentation for C610 is including the Operation & Maintenance of all Temporary Site Services Supplies to the Tunnels, Shafts & Portals including Electrical Installation & Testing & Commissioning. I also was Technical Support to the Tunnel Ventilation System (TVS) RAMS consultation, the Dreschler OHLE main switch (Overhead Line Equipment) and to Electrical Switchgear Panel makers Rapelle. I also reviewed the following contractors RAMS: Dornans, Sepam, Honeywell, Siemans Signaling C620, C650 HV,C660 Siemans Installation & Test & Commissioning, Canary Wharf Contractors Group, RFL Contractor Data Techniques, Delatim, Knorr Bremse, Engie. I offered to the contractor’s advice on General Construction Safety as well as Electrical Safety Systems including the Commissioning of such Systems & the works associated with it. I checked the Methodology of the proposed list of work activities to be controlled, in Electrical & Mechanical Systems. I checked the Risk Assessments to ensure they were fit for purpose and covered the proposed works operations. It was crucial to quantify the exact level of residual risk left after the control measures were to be implemented. I would meet with Contractors to assist them with Approving their RAMS according to the issues I had highlighted in my review. I was also invited on SHE management tours on the station to check contractors I Occupational Health, Electrical Safety. I also was an LV/HV Authorised Person, who wrote Limitation of Access, Permits To work. I checked switching schedules for shutting down, the Socomec Uniterupted Power Supply (UPS) for critical shut down works. I also compiled Cause & Effect information on critical supplies, which was useful for protecting these systems. Show less

  I am currently auditing the following Electrical Companies on site.: Wingate, Tyco, Imtech, Mitie Schneider.I will analyse the companies by assessing the type of safety documents issued.The accuracy & the delivery of the safety brief is paramount. The competency of various personnel against set criteria. The quality of the work. The Safe Systems of Works are analysed for accuracy but also work ability for the task specific role. The maintainability of the Electrical System will be compared to the ISO 90001 model.The RAMS for stated contractors above are analysed for any residual risks which haven't been addressed initially, in their scope of works. Investigation of any electrical incident which will require detail analysis to discover any unsafe act and unsafe condition, which has occurred. The immediate causes will be identified long with the root causes. This will follow a set investigation procedure I have designed to ensure consistency in results in accident investigation. To perform risk analysis on all contractors & pin - point where weaknesses could occur and actively correct these issues before events can occur. Recommend set targets for all contractors. I will personally escort all contractors when required when personal supervision is required .   I provide engineering solutions to Electrical Safe Systems of works on HV systems. I provided support to Senior Authorised Persons & HV Authorised Persons. I drafted Permits to work, Sanctions To Test & Limitation of Access documents for all types of Electrical Testing, Installation, Fault Finding & Commissioning. I devised training solutions to ensure all operatives are fully conversant & safe with their operational tasks . I also documented electrical switching schedules to execute work safely including Safety Logs to account for the automatic switching of the generator when in Automatic control by the DMC (Digital Master Controller). I was specifically involved in the commissioning of the HV Protection System regarding the electronic relays. A grading study was completed by Schneider but it had to be implemented. Various protection settings were uploaded for Overcurrent, Thermal Overload, Differential, Stand By Earth Fault, Earth Fault, Field Failure, Intertripping & Restricted Earth Fault, into the relays. Various testing procedures were used including Primary & Secondary Injection. The primary testing was concerned with stability testing at the relays threshold settings, without tripping. Also multiples of twice, three and four times was injected to check for time characteristics of the IDMT (means inverse definite minimum time) relay. The spill current was also checked in the Earth Fault mode for time curent characteritistics of the device. Most protection was unit Protection but there was some Distance Protection with the Differential System. The Secondary Injection was used to ensure that the Relays were set up correctly, because this by passed the Primary Currrent Transformers. The CT's ( Currrent Transformers ) were also checked for the correct Polarity to ensure the correct operation of the Relays. There were for different types of HV Circuit Breakers, which were Main Incomer, Bus Bar, Generator Incomer, Radial Feeder. Show less

  My initial responsibilities were as a Commissioning Manager regarding the ABB Transformers, ABB Ring Main Units, Cummins Generators and Anord Mardix LV Switchboards. We used the ASHRAE commissioning systems from level1 FAT (Factory Acceptance Testing), level 2 (QA/QC), level 3 SAT (Site Acceptance Test), level 4 FPT ( Functional Performance Test) level 5 IST (Integrated Systems Test) Used various trackers to measure the progress made onsite with the different levels of commissioning. Eiffage the french electrical contractor were closely supervised to install all HV/LV cables. All HV cables were tested with VLF and all terminations were inspected on a QA/QC basis. I designed a Gateway Tracker to monitor control and sign off all tasks related to HV/LV cable installation, termination and commissioning. I ensured the Electrical Safe Systems of Work were adhered to including assisting in the production of HV/LV Risk Assessments and Method statements. I also designed various scripts for the testing and commissioning of various electrical equipment including UPS, Busbar, Generators, Electrical Switchboards. I witnessed various commissioning of systems through all levels from FAT, QA/QC, SAT,FPT,IST on all types of assets including Vertiv UPS, Cummins Generators, Anord Mardix Switchboards, Vertiv CRAHS & Chillers. I kept track of all the different levels of documentation & filed it accordingly. Liaised with third party vendors on there installation and testing and commissioning & technical issues. Live testing regarding Prospective Fault Current, Prospective Short Circuit Current, Earth Loop Impedance, Residual Circuit Devices disconnection times. Verified electrical design against specification scope : Checked cable sizes for volt drop,current carrying capacity and breaker sizes. Resolve technical queries TQ with designers. Designed cable tracker for installation, containment,glanding, lugging, terminating and labelling. Verified operation of equipment with design philosphy & checked plant with specification & compliance to drawings. Walkdown all containment systems for snags; produced a punch list . Assisted with O&M manual production including incorporating technical submittals in an Inspection and Test Plan. Specify equipotential bonding test at arm length from all Busbars to prove all metal pipes and ventilation ducting that was ‘floating’ had been bonded to earth. Achieved with tenby pipe clamps and 16mm earth cable, to local containment. The bonding test: wonder lead nulled and readings of 0.05 Ohms or less between equipotential bonded pipes appropriate earth bars.   I was designated as Senior Authorised Person on this Microsoft Data Centre. My main duties were to draft and check switching plans; control Safe Systems of Work regarding safety control documentation which includes Limitation of access, Permit to Work and Sanction for test. I was authorised to Switch 20KV onto SUSP and SUDBs and MVRB including M wall and R wall mechanical systems. I controlled the issuing of all permits on site including access and isolation keys. When the site was energised I included a separate section for permit procedures including access to switchrooms and substations. I switched the Schneider MC & PREM sets Switchgear. The Voltage Transformer was trucked out of the MC sets for VLF (Very Low Fequency) cable testing and the Circuit Breaker was racked out for isolation purposes. The cables were 5KV meggered on d.c. before and after VLF & then phased checcked L1,L2,L3 onto the terminal bushings of switchgear. I witnessed the primary injection of Circuit Transformers for polarity, turns ratio and the correct relay settings. MVRBs Prem Sets were closed onto the radial feeder cable terminals onto the busbar to allow 5KV megger busbar testing before energisation. Siemans Tranmsformers were meggered with 5KV from the primary and secondary windings to earth and across each other regarding HV and LV . Also the tap changes were voltage injected to ensure the turns ration was correct for each 5 individual settings. I attended energisation meetings to ensure I was up to speed regarding the tempoarary and permanent power. The temps were from 2 no Aggrecko LV Generators which were stepped by 2 no 400V to 22 KV Transformers to an ABB Safe Ring HV switchboard. Since the the HV switchboard was being back fed because the permanent supply wasn't available the HV breakers were dead switched to allow the meggering of phase L1, L2, L3 before power on.   I have been tasked to undertake the commissioning of a new data centre in Dublin Grange Castle Estate. I have a team of Quality Assurance Engineers, Authorised Persons and electrical testers. Level 1 set ups are mainly to receive electrical switchgear inspect and set out in position. We ensure construction build the job to the correct specification with the minimum of generated punch lists. We ensure all our contractors report there electrical test results for uploading onto the cloud. We advise on best practices and review the performance of the commissioning schedule with energisation plan. We report directly to the client with the relevant trackers to ensure a smooth commissioning flow from dead testing to live testing. We walk down systems before power on to ensure it is ready for power on regarding power control and earthing systems. We expect our contractors to meet our expectations and to support them with this process. We constantly drive performance without compromising quality. We also believe safety is at the core of our principles. I interact with the live side of the dc and am on call to sign of start up packs and commissioning check lists. I support the vendors dc procedures regarding new onstream commissioning of HV assets to LV downstream equipment.   My main responsibility was ensuring the German Senior Authorised Person, working for Freugg complied with agreed switching schedules. All AnordMardix switch gear was white glove inspected with multiple photos of the busbar, control and switching cubicles to ensure no F.O.D. ( Foreign Object Debris) wasn`t present. Vertiv UPS modules were L3 loadbanked on full capacity across a shared load between the MSB (Main Switch Board) 66% and the UPS 33%. Start up procedures were completed against an approved script with Full Maintainence By Pass, Static By pass and Full inversion for the dual synchronised 1500 KW UPS system against dedicated load bank. Transients step loads from 25%,50%,75%,100% were initiated to ensure full design operation parameters were met. Battery autonomy tests were conducted for the full 100% load which were just under 7 minutes. All switching operations, on the MSB including castelle key operations, were undertaken by myself. Level 4 heat load tests were conducted on 2 out of 3 Power streams with the loss of N+1 CRAHS and Chillers factored into test. Full Black Building tests were undertaken on the MV network of 22KV which was feed from A and B sources. Full generator back up was achieved from LV Generators stepped up to HV through Transformers onto an RMU (Ring Main Unit). Redundancy was acheived by cross feeding the Generator feeds but also utilising a 'Hospital' link if total failure of an MV primary supply was received. An automatic Open Point system was incorporated to allow more power supplies to be enabled if a black out was enabled. Different floors were prioritised from either the A or B side to balance the loads when re enrgisation occured. The open transition system was preferred as it was safer and easier to incorporate than closed alternative. Through testing a spurious under voltage was received at the HV B incomer causing the system to start up the back up Gens. through testing established a phase rotation roll was diagnosed. Show less

I have shut the network down to allow CT analysis by Shneider but still feeding as much as the 11KV ring network. I manage the start up procedures for large plant including Chillers, CRAHS and UPS Input / Output boards, UPS, IBAR, DATABAR. These systems are walk down and snagged for foreign object debris, covers and quality assurance. I will not compromise safety for commissioning progression. My ethos is one team one mission.
