      Oct 2013 - Nov 2022

A member of the senior leadership team, I oversaw the operations, finance, and strategy for a 520-employee division that serves 4100 clients annually. It is comprised of four residential services (Crisis and Diversion, Federal Reentry, Youth and Young Adult, and Residential Treatment). Each encompasses multiple programs:• Crisis and Diversion Services• Federal Re-entry Services• Youth and Young Adult Services• Residential Treatment and Behavioral Health Services• Supervised Clinical Behavioral Health team (inpatient and outpatient services)• Supportive Housing (Housing First Initiatives) and Employment Services • Quality and Risk Management • Supervised the ongoing implementation of Electronic Healthcare Record (EHR) • Manage staff of 6 including 5 senior directors, and 1 executive assistant Show less Transition Services encompasses two separate service lines supported by 160+ employees: Adult Federal Reentry as well as Youth and Young Adult Services. My direct reports included 6 directors. The combined operating budget was $15.5M. The service lines served different clients. With the Adult Federal Reentry program, my goal was to align the level of service based on case management capabilities, risk assessment, and client needs. To accomplish this, I led the directors in client employment assessments, monitored client program completions (averaged 77% in 2020), evaluated client satisfaction levels (achieved 78%), and, working with the social service coordinator and agency stakeholders, achieved a 65% employment rate.I established a different goal for the Youth and Young Adult program: to achieve a step down to a lesser level of restrictive foster placement or family reunification. To do this, I developed and then measured pre- and post- program functional outcomes for aggression, mental health challenges, parental support, family relationships, hope, and peer relationships. Tantamount to the success of both programs was the consistent delivery of services by the staff. By creating a collaborative, team culture I reduced staff turnover by 2%. Show less Initially the scope of my job centered on Juvenile Reentry Operations but was quickly expanded to include ALL Youth and Young Adult Services where I managed operations, strategy, a staff of 5 directors, and an $8.1M budget. This included multiple programs throughout Washington such as:• Family Intervention & Restorative Services (FIRS): a non-secure, 24/7 receiving facility with 7 beds• J Street: a 16 bed residential program for high needs clients transitioning out of juvenile rehabilitation or unsuccessful foster care placement• Parental and Adolescent Counseling Services (PACS): I led the reorganization to provide evidence based practices for both biological and foster parents. The new process enabled more than doubling the caseload (from 20 to 50 clients). • Selma Carson Home: 20 bed, staff-secure, emergency placement services for undocumented and unaccompanied boys (13 – 17 years old) going through immigration proceedings• Snohomish Youth Residential Homes: 3 different homes with 6 beds each serving boys with severe emotional, behavioral, and/or psychiatric problemsTo impact staff turnover I implemented professional development training activities that were accessible and ongoing. Turnover was reduced by 20%. Show less As the director for the agency’s largest community facility reentry program and a $2.5M budget, I created the vision and led a staff of 3 with overall responsibility for 25 people. The program served 112 clients who were on probation or home confinement.Compliance was key. To ensure adherence with the Federal Bureau of Prisons’ full annual audit, I developed internal metrics that were continually monitored. I also created PREA (Prison Rape Elimination Act) compliance tools to provide a safe, caring, learning environment for the clients.Staff cohesiveness and collaboration was enabled through the instructional staff meetings that I conducted as well as by providing professional development opportunities for the employees. Show less With this program, I managed a staff of 5, had overall responsibility for 25 and a budget of $1.4M. By revitalizing the referral program through collaborating with social health services and other support services and realigning program deliverables to be more supportive of client needs, I was able to grow the client base served from 5 to 12 within 1 year. Program interventions, education, and the military structure in place were adapted to support juvenile emotional and physical development.Concurrently, I successfully reduced staff overtime and operating expenses while creating a unified team culture.
