      Single point of contact and program owner of the District Permits Unit in the five counties in the Southeastern Pennsylvania (Philadelphia) region. Determined the most efficient utilization and assignment of department and consultant inspectors for projects requiring contractor oversight. Coordinated with other department construction, management, and/or permit projects and provided recommendations to avoid possible conflicts. Planned, directed, and coordinated the activities of a large professional, technical and consultants staff engaged in program administration, application reviews, contractual agreements, and construction inspection. Responsible for the management of the Special Hauling Permit Program consistent with Federal and State laws, regulations, and the Special Hauling Permit Manual (Publication 31). Show less Responsible for the development and oversight of work zone traffic control, signing, pavement marking and overall operation of the district’s limited access roadways (freeways). Provided oversight of the district’s ITS design and construction efforts to deploy various elements and integrate them into the district’s regional transportation management center (RTMC). Assisted the traffic operations manager in the on-going development and updating of a comprehensive district ITS master plan, including ITS device coverage, asset management and fiber/telecommunications backbone. Provided oversight over the MOT of the limited access system for the Philadelphia region. In addition, related to MOT and provided annual training to various department personnel regarding the proper implementation of the Department’s Publication 213, Work Zone Traffic Control Manual, coordinated the utilization of State Police assistance with the PA State Police, reviewed traffic control plans for both arterial and freeway roadways, designed detour plans for emergencies such as unexpected bridge closures, assisted in the implementation of the interactive detour route mapping application, reviewed detour plans proposed by contractors and engineers, determined appropriate work hours and determined if work was to be done under traffic or via detour. Provided support to the RTMC during the 2016 Democratic National Convention in Philadelphia by actively monitoring roadway conditions and modifying the MOT as requested by the State Police and Secret Service. These plans include wayfinding signage and the identification of locations needing law enforcement to control unsignalized intersections.
