      Worked with stakeholders from local governments, non-governmental organizations, and the private sector to enact economic development strategies that included enhancing local manufacturing capacity and international trade development. As an economic developer for the State, worked with local developers, businesses, municipalities and community groups to implement economic development projects, including greenfield site location projects and brownfield reclamation, to enhance local manufacturing capacity. Organized and executed Governor's missions and business development events in Asia, leading to increased sales of North Carolina manufactured goods and food products, $120 million in new manufacturing facilities, and new opportunities for collaborative research. Organized and managed business development events including recruitment of international participants, vetting of U.S. participants, and managing advance field work in Tokyo, Osaka, Nagoya, Seoul, Taipei, and Hong Kong.Used interpersonal and language skills to act as a liaison between North Carolina and non-U.S. companies, and served as a matchmaker in obtaining specific proposals, developed and executed a program of "sales" calls to Japan consistent with management portfolio.Worked with individuals representing the State’s science and technology community to develop joint ventures for international participation, e.g. NC State University and German synthetic fiber project.Represented North Carolina in the Southeast U.S./Japan Association, the Korea-U.S. Economic Conference, and the Association for International Investment. Each center was competitively chosen based on the applicants’ demonstrated potential to provide tailored expertise and services to state and local manufacturers; services ranged from process improvements and worker training, to business practices and environmental compliance issues.Served as co-Chair on the multi-agency (e.g. DOD, NASA, NSF, DOE) panel to select from among the applicants the partners for the MEP network; ultimately awarding $100 million in DOD funds to the states under “The Technology Reinvestment Project.” Served as Contracting Officer's Technical Representative for a $25 million portfolio of center contracts; developed special award and provisions consistent with Departmental and OMB requirements; approved operating plans and performance measures. Served as the Program Director for the State Technology Extension Program (STEP), a proposal-driven grant program for universities and local S&T initiatives in support of technology demonstration.Developed monthly reporting format and metrics used by the portfolio of centers to track progress toward stated milestones and outcomes, using Malcolm Balridge Quality Award-inspired criteria and a Balanced Scorecard approach to evaluate performance and impact. Successfully provided recommendations to senior management for improved investment decisions and value-added programming; managed and trained professional staff, providing guidance on career development opportunities for minorities and women and offering mentoring and networking opportunities; awarded Department of Commerce Bronze Medal for successful reorganization of centers. Helped to represent U.S. position in delegation of government and industry representatives to the EC to discuss RFID policy approaches. Served as guest trainer for representatives of technology organizations at the 2005 Asian Pacific Economic Council (APEC) and engaged in discussions on Korea’s national technology innovation system. Served as Acting Director of the Experimental Program to Stimulate Competitive Technology Management (EPSCOT), a grant program to states and local governments to support technology demonstration projects and managed congressionally mandated analysis of the program's effectiveness. Partnered with the Appalachian Regional Commission to conduct workshops for state and local governments on approaches to aggregate demand for broadband connectivity. Managed a series of regional workshops, designed by a nationally known angel capital association, on practices for building local entrepreneurship and capital networks. Produced four editions of a State Science & Technology Indicators guide, chairing the steering committee that included representatives from the National Science Foundation, Economic Development Administration, and the Federal Reserve Board of Governors.
