Operated, maintained, and resupplied a Dunnage Warehouse valued at $750,000. Provided engineer expertise for planning and executing major exercises, to include environmental impact analysis, and materials and facility requirements. 497th Engineer Company (Port Construction)Supervised 75 man construction platoon. Planned, estimated, organized, scheduled, and executed vertical and horizontal construction including pile driving and pier construction. Responsible for operation and maintenance of equipment and tool sets valued at $500,000. The platoon completed ten construction missions while I was the platoon leader.

Responsible for all subcontractors, coordination and completion of work including: subsurface drainage, road construction, pool construction, tennis court construction, Club House and laundry room construction and landscaping.

      Project Manager on a $1,800,000 bathroom addition job, for the U.S. Air Force, Columbus Air Force Base in Columbus, Mississippi. I assumed charge of this project 11 months into the work. No understandable records for work performed had been kept. By July, the status of each facility and item of work was available in a matter of seconds. I was responsible for coordinating all work items with subcontractors, Base Civil Engineering, and occupants.       CQC on a $18,000,000 dollar project for the U.S. Navy, Naval Submarine Base in Kings Bay, Georgia. This project involved construction of a shop facility and refit warehouse. Responsible for maintaining all quality control records, testing plan, testing summary, as built drawings, submittals, and daily reports. Maintained daily contact with the Navy personnel, subcontractors, and suppliers to ensure all materials, and workmanship were in compliance with the contract documents.

      Project Manager on a $6,000,000 Hazardous Waste Treatment Facility for the U.S. Navy at the Naval Air Station, Jacksonville, Fl. This project consisted of constructing two separate treatment plants for treating plating shop and paint stripping waste, recovering reusable liquids and disposing of the remaining hazardous waste. Included in the project construction is remediation of existing contaminated, possibly hazardous, soil and ground water at the site of the new facility.       Director of public works

      Director of the County’s Public Works Department which includes Road Maintenance, Vehicle Maintenance, Building Maintenance, Sanitation Department, and Landfill Operations. I provided general direction to the Division Heads for each of the divisions. Duties included performing most of the County engineering work. Accomplishments included a major upgrade of the methods used to maintain records, established a training program for equipment operators, and helped streamline the purchasing operations of the County. I was deeply involved with the comprehensive planning for the county including roadways, sanitation, and landfill operations. Established a solid working relationship with the Georgia Department of Transportation and Environmental Permitting Division, and secured several county contracts (grants) for the upgrade of existing County bridges, and was involved in the securing of county contracts for grading and drainage, base, and paving projects. Prior to leaving the County, I had efforts underway to computerize the road department work order system, vehicle maintenance files, parts room inventory, and a County wide mapping system showing all drainage structures and signs, etc., and a database of information about each item. I had recently completed working with several parties concerning the siting and design of a Regional Subtitle "D" Landfill. Construction of the facility had begun, and was nearing completion. Operation of the facility was expected to begin in 1995. We were also in the conceptual, investigation, and /or preparation phase for construction and operation of transfer stations, convenience centers, waste reduction programs including recycling, yard debris, and inert materials, and an innovative waste collection system. All of these projects were being driven by public input, but I was the innovation behind the details. 收起

      Executive Director of a Regional Solid Waste Management Authority created by twelve independent, taxing, political subdivisions for the purpose of providing solid waste management within their geographic area. Report to a Board of Commissioners consisting of 33 members appointed by the member entities. Responsible for the region’s Solid Waste Management Plan including development, approval, modification, revision and implementation of the plan. Work with all the member entities, private organizations, local elected officials, environmental regulators, hauling companies, and other interested parties to ensure the needs and wants of the community are included in the solid waste management plan and the plan is implemented and results are achieved. Work with the same parties, MS “Magnolia Chapter” SWANA, and state legislators to create, vet, and develop regulations and laws governing solid waste in the state to achieve the desired benefits laid out in the Solid Waste Management Plan . During my twenty years with the Authority, I have guided it from a fledgling operation with one employee (myself) to a fully self- functioning operation with eighteen full-time employees. The original primary purpose for establishing the Authority was to relieve the member entities of the responsibility of developing their own solid waste management plans and municipal solid waste, or Federal Subtitle D, landfills and create cost efficiencies of cost due to a favorable volume. I am the face of the Authority to the public and have made too many presentations to count all over the region and at the state and national level on the Authority, our work, and special projects. I conduct tours of our facilities for everyone from third graders, high school students, college engineering classes, local clubs, individual citizens, and elected officials up to and including the Governor of the State of Mississippi. It is reasonable to say I am responsible for everything the Authority does. 收起
